RBI
FEMA services export/import rules amended: ₹10 lakh deemed-EDF threshold
4 November 2026 · RBI
RBI's second amendment to the FEMA Export and Import of Goods and Services Regulations, 2026 defines 'resident individual' and creates deemed EDF submission for service exporters, with a ₹10 lakh threshold for non-individuals. ADs' IDPMS entry duty is now tied to a ₹10 lakh import-value threshold.
Points to Remember
- Effective October 1, 2026; notified November 2, 2026.
- 'Resident individual' = person resident in India who is a natural person.
- Service exporters who are resident individuals get deemed EDF submission regardless of value.
- Other service exporters get deemed EDF only if inward remittance is ≤ ₹10 lakh.
- ADs must enter import-of-service details in IDPMS only if importer is not a resident individual and invoice/contract value exceeds ₹10 lakh.
Why it matters
If you handle export/import of services documentation, the ₹10 lakh threshold now decides when EDF/IDPMS formalities kick in.
