FEMA compounding powers delegated to select RBI Regional Offices

24 October 2026 · RBI

RBI has moved compounding of FEMA contraventions for overseas investment, borrowing/lending and guarantees to designated Regional Offices, routing applications by UIN prefix or registered office location; no-UIN cases stay at CEFA, Mumbai.

Points to Remember

  • Overseas investment compounding applications routed by UIN prefix: AH–Ahmedabad, BG–Bengaluru, BL/BY/PJ–Mumbai, BN/CA/GA/GH–Kolkata, CG/JM/JR/KA/ND/PT/WR–New Delhi, HY–Hyderabad, KO/MA–Chennai.
  • Borrowing/lending and guarantee contraventions go to the Regional Office with jurisdiction over the Indian entity's registered office/domicile.
  • Applications with no UIN go to CEFA, Foreign Exchange Department, Central Office, Mumbai.
  • Builds on the Master Directions on Compounding of Contraventions under FEMA, 1999 dated April 22, 2025.
  • Addressed to all AD Category-I banks and other Authorised Persons.

Why it matters

Customer FEMA compounding cases can now be filed closer to home at regional offices, so verifying the correct jurisdiction from the UIN saves processing time.
